1. Finish product, QC and legality checks first

Confirm every selected item, colour, size, quantity, visible condition and measurement before international shipping. Resolve a return or exchange before building the parcel. Check whether the actual goods may lawfully enter the United States and whether the selected route accepts them. A seller listing, shopping-platform link or carrier name does not establish that an item is admissible.

2. Use packed weight and outside dimensions

Product-level weights are only early inputs. Use the newest packed physical weight and measure the outside length, width and height after boxes, protection and consolidation are chosen. A route can compare physical and dimensional weight, apply its own divisor or rounding rule and charge the higher result. Use rehearsal packaging when appropriate, then confirm the current route calculation before payment.

3. Compare only live routes offered to the exact US address

Route availability can change with the ZIP Code, parcel size, weight, product attributes and carrier conditions. CBP suspended duty-free de minimis treatment for merchandise valued at US$800 or less from all countries effective 29 August 2025, and June 2026 regulations made the suspension indefinite across postal and non-postal modes. This does not mean every product has the same positive duty rate: a tariff line can be free or subject to ordinary, additional or special duties. It means the old assumption that a low-value parcel automatically enters duty-free is no longer valid.

7. Account for the new postal informal-entry process

A new CBP postal informal-entry process took effect on 24 July 2026 for eligible merchandise valued at US$2,500 or less. The filing requires data such as a specific goods description, country of origin, ten-digit HTSUS classification, value, duty rate, total duty, carrier, tracking number and arrival details. The party entitled to make entry and its service providers must handle the filing, bond and payment steps. Keep complete source records and choose a route that can support the current process instead of trying to invent or alter entry data.

8. Treat express-carrier entry separately from postal entry

For modes outside the international postal network, merchandise formerly covered by the US$800 exemption must use an appropriate formal or informal entry process. Informal entry is generally available for qualifying merchandise valued at US$2,500 or less, but CBP can require formal entry and some goods use other procedures. Ask the live carrier how it will enter the actual parcel, collect duty and charge brokerage or service fees before choosing the route.

9. Classify the actual products in the current HTSUS

The Harmonized Tariff Schedule of the United States sets tariff classifications and rates. Clothing, footwear, bags, electronics and accessories cannot share one generic rate, and fibre content, construction, use, country of origin and current trade measures can change the result. Use the current ten-digit classification for each product and do not present one old China duty percentage as a universal USA estimate.

10. Preserve accurate value, origin and merchandise data

Keep the order invoice, currency, payment proof, exact product description, material where relevant, quantity, country of origin, item value and shipping record. The entry information must agree with the actual parcel. 11. Separate duty from shipping and service fees

The June 2026 postal rule notes that postal entries are exempt from the merchandise processing fee, but that does not make the goods duty-free and does not prevent a postal operator or other service provider from charging for its own work. 12. Check prohibited, restricted and counterfeit goods

CBP lists many prohibited or restricted categories, including certain food, plant, animal, medicine, weapon and hazardous products. Check the actual product, intellectual-property status and route restrictions before ordering. 13. Track through the verified carrier record

A parcel can move through export, line-haul, customs and US last-mile systems under the same or a locally assigned identifier. Use the actual route record first and the official USPS tracking page only when USPS has accepted the item.
