6. Use Italy's current VAT rate for the actual goods

Italy's Revenue Agency states that the standard VAT rate is 22%, with reduced rates for specified goods and services. Poste Italiane explains that import VAT is variable and is generally calculated on the value of the goods, shipping and any customs duty due. Do not apply 22% blindly to a product that may have a different legal rate, and do not treat the product price alone as the complete import-VAT base.

7. Preserve valid IOSS data in the electronic declaration

For an eligible distance sale of non-excise goods in a consignment not exceeding EUR 150, an IOSS seller or deemed supplier can collect destination VAT at checkout. The import VAT exemption applies only when the valid IOSS VAT identification number is included in the customs declaration. Save the invoice and tax record, but never ask for, invent, publish or alter the confidential identifier. IOSS does not remove the temporary EUR 3 duty.

8. Account for the temporary EUR 3 EU customs duty
