Quick answer: separate the Romania quote from destination charges
A useful Romania estimate starts with final packed weight and outside dimensions, then compares only the Hipobuy routes currently offered for the exact postcode and item set. Keep Romanian VAT, the national 25 lei logistics tax, the temporary EU low-value customs duty and any carrier or customs-brokerage fee separate from the international shipping quote unless the live transaction explicitly includes them. 1. Finish product, QC and legality checks first
Confirm every selected item, colour, size, quantity, visible condition and measurement before international shipping. Resolve a return or exchange before building the parcel. Check whether the actual goods can lawfully enter Romania and whether the selected route accepts them. A seller listing or shopping-platform link does not establish that an item is lawful or eligible for a particular carrier.
2. Use packed weight and outside dimensions
Product-level weights are only early inputs. Use the newest packed physical weight and measure the outside length, width and height after boxes, protection and consolidation are chosen. A route can compare physical and volumetric weight, apply its own divisor or rounding rule and charge the higher result. Use rehearsal packaging when appropriate, then confirm the current route calculation before payment.
3. Compare only live routes offered to Romania
Route availability can change with the six-digit postcode, parcel size, weight, product attributes and carrier conditions. Compare the current service name, tracking coverage, delivery estimate, chargeable-weight method, maximum dimensions, restrictions, compensation terms and final total. Do not copy another EU country's route list or assume an old Romania rate screenshot remains available.
4. Verify the six-digit postcode and full address
Romanian Post uses six-digit postcodes and provides an address-based postcode lookup. Enter the recipient name, street type and name, building number, block, staircase, floor and apartment where needed, locality, county or Bucharest sector, six-digit postcode, Romania and a current phone number. Make sure the postcode belongs to the complete address and follow the exact live-checkout field order.
5. Decide packaging before trusting the quote
Shoe boxes, structured bags, padded jackets and protective materials can raise parcel volume without a similar increase in scale weight. Compare the protection value of each box with the possible dimensional-weight effect. If items, packaging or compression choices change after rehearsal, obtain or confirm updated packed measurements before comparing the final routes.
6. Use Romania's current VAT rate, not an old 19% page
Romania's National Agency for Fiscal Administration states that the standard VAT rate became 21% on 1 August 2025, with an 11% reduced rate for specified supplies. The actual import rate depends on the goods and legal treatment. Older Romanian Post English guidance can still display 19%, so do not use that legacy figure for a 2026 estimate.
7. Preserve valid IOSS data in the electronic shipment record
For an eligible distance sale up to EUR 150, an IOSS-registered seller or deemed supplier can collect and report destination VAT through IOSS. EU guidance and Romanian Post explain that a valid IOSS identifier must be present in the protected electronic customs data for the import VAT exemption to apply. Save the invoice and tax record, but do not ask for, invent or alter the confidential identifier.
8. Account for Romania's separate 25 lei logistics tax
Romanian Law 239/2025 introduced a 25 lei logistics tax from 1 January 2026 for each commercial parcel with a declared value below EUR 150 when delivery starts outside the EU and the parcel is ultimately delivered in Romania, regardless of where it entered free circulation in the EU. The statutory payment obligation belongs to the supplier, sender or facilitating digital platform. The delivering postal provider collects it from one of those parties or the direct logistics intermediary; the law does not make the Romanian recipient the automatic door-step payer.
9. Keep the temporary EUR 3 EU duty separate
From 1 July 2026 until 1 July 2028, the EU applies a temporary EUR 3 customs duty per tariff-classified declaration item—not per unit or parcel—to qualifying distance-sale consignments up to EUR 150. The declarant, normally the seller, importer, IOSS holder, special-arrangements user or indirect representative, is responsible; a consumer is liable only in residual citizen self-declaration cases. The duty is separate from Romania's 25 lei logistics tax and import VAT.
10. Read Romanian Post's 2026 brokerage tariff narrowly
Romanian Post's Romanian FAQ states a 13 lei customs-presentation fee for low-value items, including IOSS items and non-commercial gifts. Its separately published “rebranding” tariff effective 1 January 2026 lists 50 lei for a natural-person H7 declaration below EUR 150 and 20 lei for home delivery of an import handled through its customs-brokerage service. That service is available to individuals and legal entities in Bucharest and Ilfov, and outside those areas only to individuals receiving international EMS. Romanian Post still exposes conflicting legacy tariff material, so use the charge stated in the actual parcel notice or invoice. Where Romanian Post performs customs brokerage, its international-parcel tariff says the brokerage tariff replaces the 13 lei presentation fee rather than automatically adding to it.
11. Keep the documents required for electronic clearance
For Romanian Post imports addressed to natural persons, H7 applies below EUR 150, H6 applies from EUR 150 to EUR 1,000, and H1 applies above EUR 1,000 or to restricted goods regardless of value. Its 2026 brokerage tariff also places imports above EUR 150 addressed to legal entities or authorised individuals under H1. Keep the tracking number, invoice, payment proof, exact contents, quantities, origin, shipping amount and any valid IOSS record ready. The actual carrier or customs representative can request additional evidence.
12. Use accurate descriptions, classifications and values
Retain the product order, price paid, currency, quantity, shipping record and an accurate description of every item. Classification and origin determine how declaration items and the temporary EUR 3 duty are assessed. Do not mark a commercial order as a private gift, lower its value, use a vague description or alter payment evidence to try to change the charges.
13. Identify who will make the customs declaration
For a low-value H7 postal import, Romanian Post says the recipient may let Romanian Post file the declaration, self-declare with customs or appoint another customs representative. Higher-value and restricted-goods flows can follow different procedures. A Hipobuy route name alone does not prove which entity will clear the parcel or which service fee applies, so follow the verified instructions for the actual shipment.
14. Check restricted and counterfeit goods before shipping
Romanian Post and Customs can require a full declaration or supporting permits for restricted goods, and customs can detain prohibited contents. Its published guidance identifies firearms and imitation firearms, explosives and ammunition, live animals, drugs, and flammable or toxic materials among controlled or prohibited categories. Goods that infringe intellectual-property rights can also be detained. Check the actual item and route; no carrier name or declaration phrase makes prohibited goods lawful.
15. Track through the verified last-mile record
A parcel can move through export, line-haul, customs and Romanian last-mile systems under the same or a locally assigned identifier. Use the actual carrier record and Romanian Post's official Track & Trace page when it handles the parcel. Romanian Post says a parcel can be returned when no documents arrive within 30 days of its notice, when the file remains incomplete for 45 days from that notice, or when charges remain unpaid for 10 days after receipt of the payment notice. Follow the notice for the specific parcel rather than waiting indefinitely.
16. Avoid customs and delivery-payment phishing
Romanian Post states that it does not ask customers to provide confidential banking information, card numbers or PINs and does not request online payment of delivery fees through unsolicited messages. Do not rely on a logo or sender name. Open the official carrier or customs site independently, match the parcel identifier and ignore a request that cannot be linked to the real shipment.
17. Save the quote and delivered-cost evidence
Keep the selected items, QC photos, packed weight, dimensions, packaging choices, route name, tracking, shipping quote, invoice, VAT record and any customs or carrier payment breakdown together. This makes it possible to distinguish product cost, international shipping, VAT, the 25 lei logistics tax, EU customs duty and a postal or courier service fee.
